Inspectors rate Rainsbrook Secure Training Centre (STC) as ‘requires improvement’

A report published today by independent inspectors finds that MTC managed Rainsbrook Secure Training Centre (STC) for young people in custody near Rugby in Warwickshire “requires improvement”.

Ofsted inspectors visited the centre, which provides education and training for up to 87 young people sentenced to custody, in February 2020. They rated provision as “good” in two of the five areas reviewed, “requires improvement” in two others and “inadequate” in another.

The centre looks after up to 87 young people and inspectors found that on arrival, each young person receives a “comprehensive needs analysis overseen by the centre’s forensic psychology team”, which closely informs subsequent interventions. Each programme to change behaviour is evaluated for effectiveness and impact. Assessors also found that levels of violence and incidents of use of force had reduced since the last inspection.

However, provision of education was judged to be inadequate and a programme to improve the provision of education with the provider, Novus that started prior to the inspection will now also include any additional concerns raised by the inspection.

Director of Rainsbrook STC, Brian Anderson, said:

“Today’s report recognises that we have firm foundations from which to make progress, with young people’s health and resettlement needs addressed comprehensively.

“Since this inspection, our recruitment and retention has improved, which will strengthen our team’s ability to challenge behaviour that inspectors rightly identify as unacceptable. An improvement plan is also underway to raise the quality of education to align what is taught at the centre more closely with the education and employment opportunities in the community.

“Many of the young people we care for Rainsbrook come to us for a very short period and have a range of complex needs. We will review this inspection carefully to ensure we do everything possible to help young people leave us more settled, better equipped to change their behaviour and able to make more positive choices in the future.”
